This first meeting focuses on the identification of key issues and clarification of concepts around ‘community disposals’ and how ‘human rights’ are understood in local and international criminal justice contexts. The workshop included practitioners, policy makers, and academics. Group discussion alternated with a number of talks from distinguished national and international speakers.

Co-director of INQUEST and co-author of 'Dying On The Inside: Examining Women's Deaths in prison' and of ‘In the care of the state?‘ (2005) Deborah undertakes policy, research and campaigning work on the strategic issues raised by contentious deaths, their investigation, the treatment of bereaved people and state accountability.
Dr Una Convery
Lecturer in Criminology, Social and Policy Research Unit, University of Ulster. Author of ‘Addressing Offending by Women: A Literature Review’ (published by the Northern Ireland Office, 2009)
Dr Loraine Gelsthorpe
Reader in Criminology, University of Cambridge Institute of Criminology. Co-author of ‘Provision for Women Offenders in the Community’ (published by the Fawcett Society, 2007)
Frances Flaxington
Head of the Government's Criminal Justice Women's Strategy Team at the Ministry of Justice. Her previous posts include head of the Home Office Victim's Unit and Deputy Chief Inspector in HM Inspectorate of Probation.
Jenny Roberts OBE
Former Chief Probation Officer (Hereford and Worcester) and Chair of the Asha Centre Management Committee. Co-author of ‘Provision for Women Offenders in the Community’ (published by the Fawcett Society, 2007)
